GeM invites applications from eligible candidates for recruitment to the following position(s) on Contractual Basis:

This is a contractual engagement under the Project Management Unit (PMU) for an initial period of 5 years, extendable based on performance and organizational requirements.

The role is focused on strengthening the integrity, transparency, and trustworthiness of the GeM ecosystem by identifying operational risks, fraud patterns, misuse scenarios, and process vulnerabilities that may impact platform transactions or stakeholder confidence.

The incumbent shall work closely with internal business, operational, technology, and investigation teams to proactively assess fraud risks, review transaction behaviours, identify process gaps, and support preventive risk-control mechanisms across the platform.

The role requires a strong understanding of digital transaction ecosystems, fraud-risk scenarios, platform misuse techniques, and business process vulnerabilities. The individual should be capable of evaluating platform workflows from a fraud-risk perspective and recommending suitable control measures to strengthen platform resilience.

  • The position is primarily aligned with the Risk & Fraud function and may also support other strategic or operational initiatives of GeM as required.
Role And Responsibility
  • Identify and assess potential fraud-risk scenarios, operational gaps, and misuse patterns across platform processes and transaction workflows.
  • Review transaction journeys, user activities, and process flow to support strengthening of platform integrity and control mechanisms.
  • Analyze suspicious transactional trends, behavioural anomalies, and process deviations from a risk and fraud management perspective.
  • Support implementation and enhancement of preventive and detective controls for mitigation of operational and transactional risks.
  • Coordinate with internal stakeholders including business, operations, product, and technology teams for assessment and resolution of identified risk areas.
  • Conduct structured reviews of digital workflows and system-driven processes to identify potential control gaps or misuse possibilities.
  • Prepare investigation reports, observations, and recommendations for strengthening fraud prevention and monitoring mechanisms.
  • Support review and analysis related to fraud investigations, transaction irregularities, or policy circumvention cases.
  • Monitor emerging fraud trends, evolving misuse techniques, and risk patterns relevant to digital commerce and online platforms.
  • Ensure all activities are carried out in accordance with organizational policies, governance standards, and confidentiality requirements.

JOB QUALIFICATION & REQUIREMENTS

EXPERIENCE REQUIREMENTS

Essential –
  • 3+ years of experience in Risk & Fraud Management, Fraud Analytics, Digital Risk Assessment, Platform Risk Monitoring, Investigation Support, Operational Risk, or related domains.
  • Experience in assessing fraud-risk scenarios in digital platforms, transaction systems, fintech, e-commerce, procurement systems, or online marketplaces.
  • Understanding of digital transaction workflows, platform abuse scenarios, user-behaviour analysis, and operational control frameworks.
  • Understanding of web applications, APIs, transaction flows, or digital workflows from a risk-assessment or fraud-prevention perspective.
  • Familiarity with tools/frameworks used for workflow assessment, traffic analysis, or transaction analysis shall be preferred.
EDUCATION REQUIREMENTS
  • Essential - Bachelor's degree in Engineering/Science/commerce/ finance or related disciplines.
  • Preferred - Relevant certifications/ training in Risk Management/ Fraud Analytics/ Cybersecurity/ Information Security/ Digital Risk Assessment or related areas.
GOOD TO HAVE SKILLS
  • Strong analytical mindset with ability to think from a fraudster perspective
  • High attention to detail in identifying subtle system gaps
  • Ability to manage multiple investigations independently.
