A Procurement and Bidding Specialist manages the end-to-end sourcing, negotiation, and contracting process to acquire goods or services, ensuring compliance with regulations, cost efficiency, and vendor performance. Key responsibilities include creating RFP/RFQ documents, analyzing bids, negotiating terms, and maintaining vendor relationships.

• Bidding & Sourcing: Lead RFP/RFQ bid activity from initial design to final supplier award.
• Bid Analysis: Evaluate proposals for specification compliance, price, delivery, and past performance.
• Negotiation & Contracting: Negotiate contract terms, prices, and service levels, ensuring compliance with legal requirements (e.g., FAR, Uniform Guidance).
• Supplier Relationship Management: Manage vendor performance, conduct market research, and evaluate substitutions.
• Purchasing Operations: Review planned orders, maintain purchase orders, and monitor inventory/services.
• Compliance & Risk: Ensure compliance with organizational purchasing policies and regulatory standard

• Education: Bachelor's degree in Business, Finance, Supply Chain, or related field.
• Experience: 2+ years of purchasing or bidding experience, with roles like Senior Specialist or Manager requiring 5–10 years.
• Analytical Skills: Strong ability to compare bids, track spending, and analyze market trends.
• Technical Proficiency: Proficiency in MS Office.
• Communication: Excellent written and verbal communication skills for stakeholder collaboration and negotiation.

• Procurement Specialist: 2+ years experience, focusing on operational purchasing and bid analysis.
• Bid Management: 2+ years experience, focused on winning, complex proposal management, and high-level negotiation.
• Procurement Management: 4-8 years experience, focused on strategy, procurement policy, and team leadership.
